The First Twinning Project Implemented by Ministry of Science, Education and Sports
Ministry of Science, Education and Sports (MSES) was selected in a consortium with the Polish Institute of Education and the Scottish Qualifications Authority to implement a twinning project in Macedonia.
'Further improvement of the system for the development and implementation of the National Qualifications Framework (NQF)', a 2,250 000 euro worth project, will be implemented over the course of 18 months. This is the first twinning project implemented by MSES since the Croatian accession to the European Union. The Ministry of Education in Macedonia is the beneficiary institution.
The Polish Institute of Education is the leader of the consortium, while MSES will be responsible for the implementation of activities under Component 1 which will, among other things, include the analysis of existing legal and legislative solutions related to national qualifications framework (NQF) and recommendations for their improvement, as well as making by-laws necessary for the implementation of the NQF, while raising awareness of the public and all interested stakeholders.

Ana Tecilazić Goršić is Key Expert for Component 1 and also the head of the MSES project team. Ms Tecilazić Goršić is Head of Sector for quality of higher education, international cooperation and European affairs while other members of the project team are Biljana Birač, Head of Department for Quality of Higher Education, Josipa Češnovar and Jure Biloglav, senior advisers in the Section of Croatian Qualifications Framework and PhD prof. Mile Dželalija from the University of Split.

The MSES project team members will be responsible for the implementation of Component 1 and will actively participate in the implementation of activities in Components 2 and 3. The Scottish Qualifications Authority will be in charge of the implementation of the Component 2, which will include piloting and testing of by-laws, regulations, protocols, recommendations and materials, the  analysis of the existing national system for the development and implementation of the NQF and the development of mechanisms and tools for networking and cooperation among all the bodies involved.  The Polish Institute of Education is in charge of the implementation of the Component 3. The Component 3 will consist of preparing a report on existing qualifications and methodology for the development of new qualifications based on the needs of the labour market, piloting and testing new qualifications and developing procedures for the introduction of a comprehensive quality assurance system.
