Regarding the further development of the legal framework supporting the implementation of the CROQF, Ministry of Science and Education developed the Ordinance on the CROQF Register that was adopted on September 2021.
Furthermore, several laws regulating different parts of the education system were adopted, in which was further included referencing to the CROQF and its new procedures:
- Law on Higher Education and Scientific Activity (October 2022)
- Law on Quality Assurance in Higher Education and Science (December 2022)
- Law on Adult Education (December 2021)
- Law on Amendments to the Law on Vocational Education and Training (June 2022) and
- Law on the Recognition and Evaluation of Foreign Educational Qualifications (June 2022).
Since there were changes in the legal framework supporting the implementation of the CROQF, Ministry of Science and Education developed the revised guidelines for development of qualification standards in VET and in higher education. Competent agencies in education also gave their insight on the guidelines. Guidelines were graphically designed and published on the CROQF website so that all applicants or potential applicants can use them in developing of the qualification standards.
In line with the revised legislation, a new division of responsibilities was established:
Ministry of Science and Education coordinates all processes related to the CROQF and is in charge for the legislation and CROQF register
Ministry responsible for labour took over processes related to the development and validation of occupational standards
agencies in education, each in its own scope, took over processes related to the qualification standards.
Occupational standards, as well as qualification standards continue being entered in the CROQF Register and provide a basis for development of educational/study programmes.
