Introductory remarks were given by Prof. Vedran Mornar, Ph.D., the Minister of Science, Education and Sports, and Mrs Tatjana Dalić, the Assistant Minister for Labour and Pension System. The meeting was presided by Prof. Ružica Beljo Lučić, Ph.D., the Assistant Minister and the President of the National Council. The members and the President of the National Council are representatives of various institutions from the area of science, education, economy and civil society, and had been appointed by the Croatian Parliament in June 2014.
 
After the President of the National Council, Prof. Ružica Beljo Lučić, Ph.D., opened the constituent meeting, the agenda was adopted. Then, the Draft Rules of Procedure of the National Council were discussed. Subsequently, the President of the National Council presented the state of play of the development and implementation of the Croatian Qualifications Framework. Later, the Work Plan and meeting frequency were discussed.
 
It was agreed that, in addition to the first meeting which is to be held in October 2014, a workshop for the members would be organized, with the aim of further discussion of the Work Plan and the goals of the National Council.
